Joseph Dalu

President Owner

Joe began his law enforcement career at age 19 working as a Police Officer for a local Police Department in Southern California. He furthered his career working for California Department of Corrections (CDC) assigned to a variety of specialized units within CDC, including an Emergency and Critical Response Team, Administrative Segregation, transportation of high profile and dangerous inmates, as well as investigating Criminal Gang Activity orchestrated from within to the outside of the correctional facilities.

He later transferred to another local Police Department where he was assigned to Patrol, SWAT and the departments Dignitary Protection Detail. He subsequently retired due to an industrial injury occurring when appointed to the California Highway Patrol to further his career.

His experience working in law enforcement and the private sector consisted of conducting thousands of workers’ compensation investigations, fraud, stalking, threat assessment and risk management, civil complaints, white collar investigations, thefts, homicide, and missing persons.  This combined experience and careers, gained his excellent reputation known throughout the industry.

As President of PGI, Joe is responsible for development of threat and risk management programs, as well as directing staff in criminal, civil, and private investigations. With a prodigious reputation, PGI is in high demand when providing security and investigative services to the media and entertainment industry, government agencies, school districts and universities, fortune 500 companies, law firms, the insurance industry, and general public.

Timothy Nolan

Sr. Vice President

Mr. Nolan has over three and a half decades of specialized training and experience in law enforcement, investigations, classified project management and protective services. He provides direction and leadership for an extensive and eclectic network of clientele. 

Mr. Nolan started his career in law enforcement for the City of La Palma, California as a Police Officer and retired after two decades of service.  He was assigned to many divisions within the department including Patrol, Watch Commander, Narcotic Enforcement, Detectives, Motorcycle Traffic Enforcement, Training Officer, and Special Enforcement Team. His law enforcement tenure also includes Tribal Officer for the San Manuel Band of Mission Indians in Highland, California, and Police Sergeant for Coyote Valley Tribal Police Department in Redwood Valley, California. 

 In conjunction with his law enforcement career and since his retirement from law enforcement, Mr. Nolan has worked as a consultant, manager, executive protection agent, and investigator in the private sector. He provides wide and varied professional protective and investigative services for government, law firms, corporations, executives and their families, foreign diplomats, and entertainment personalities. He conducts complex criminal and civil investigations, consults on all matters of security, and provides expert testimony in court.  

Mr. Nolan manages National Industrial Security Programs for Cleared Industry Contractors for the United States Federal Government. 

Reid

Reid Meloy, PH.D.

Forensic Psychologist

Reid Meloy, Ph.D., is a board-certified forensic psychologist (ABPP) and consults on criminal and civil cases throughout the U.S. and Europe. He is a clinical professor of psychiatry at the University of California, San Diego, School of Medicine, and a faculty member of the San Diego Psychoanalytic Center. He is a fellow of the American Academy of Forensic Sciences.

 

Dr. Meloy is a published author and conducts research on personality disorders, psychopathy, narcissism, criminality, and mental disorders. His first book, The Psychopathic Mind (Aronson, 1988), was an integration of the biological and psychodynamic understanding of psychopathy. Part of Dr. Meloy’s extensive professional history includes consulting for the FBI and teaching at the Behavioral Analysis Units in Quantico. He works with various security and threat units concerning the Royal Family and British political figures, as well as consulting staff on the television program CSI.

Rhonda Saunders

Rhonda Saunders, JD

Attorney

Ms. Saunders obtained her Juris Doctorate law degree from the University of Southern California Gould School of Law and has been a Los Angeles County Deputy District Attorney for the past 31 years. She is an internationally recognized expert in the areas of stalking, workplace violence, and criminal threats. She continues to lecture on a global scale to prosecutors, law enforcement, civil and criminal law firms, corporations, security associations, and victim advocacy groups. She has served on the faculty of the United States Secret Service Threat Assessment Center (NTAC).

Notably, Ms. Saunders revised California’s Stalking Law Penal Code Section 646.9, and then wrote Penal Code Section 646.92. She is a true advocate and contributor to combating stalking and workplace violence and a solid asset to the PGI team.

Ron Carbera

Ron Cabrera

Fire and Life Safety Consultant

Fire Life Safety Expert / EMT

Ron Cabrera retired from the Los Angeles County Fire Department (LACoFD) at the rank of Battalion Chief. During his tenure with LACoFD, Ron managed thousands of emergency incidents and several high-profile arson investigations. He has conducted countless cause investigations and worked in all aspects of EMT and paramedic services. He has a wide range of experience evaluating for medical emergencies.

Upon retirement, Ron has continued his fire service career, consulting in areas of fire/life safety, leadership development, and public safety technology. His combined experience working in both the public safety arena and the private sector makes him a well-rounded team member at PGI.

Brianna Morgan

Brianna Morgan

VP of Investigative Services

Upon graduation from San Francisco State University with a Bachelor of Arts degree in criminal justice studies, Brianna’s first job out of college was as an intern for the San Francisco Police Department’s Gang Task Force. In this role she gained a deeper understanding of criminal investigations and processes.

 

Brianna offers a wide skill set and is an asset to the office with her ability to manage cases, and perform background investigations, social media profiling, police record acquisitions, and database searches.

Dean Dalu

Dean Dalu

EMT and Paramedic

After graduating from the San Pasqual Reservation Fire Academy in 2014, Dean Dalu went to work as a reserve firefighter for San Diego County through 2016. While attending an accelerated paramedic course, he worked as an EMT. Dean graduated at the top of his class in both academics and didactic, and he immediately passed the National Registry. Dean is currently employed as a firefighter/paramedic for a local county agency and shares his talents with PGI working as a paramedic during private security events.

Kristin Layton

Bookkeeper

Kristin joined Premier Group International in June of 2022 as the Finance Manager.  Kristin is responsible for overseeing the financial operations, including payroll, bookkeeping, accounts payables, and receivables. She is a highly skilled and experienced financial professional with over 13 years of experience in the financial and investment services industry, focusing on leading successful client onboarding processes and maintenance. 

Kristin’s understanding of financial regulations and industry best practices has proven invaluable in optimizing the company’s financial processes, ensuring compliance, and maximizing financial efficiency.

Timothy Ramos

Senior Investigator

Timothy Ramos, a retired police sergeant, has over 25 years of law enforcement experience. During his tenure, Tim worked various assignments, from patrol to investigations to SWAT, as well as the D.A.R.E program. Tim was an academy instructor, teaching defensive tactics. He is an avid learner, believes in continuous education and training, and brings a wealth of knowledge from attending programs offered by state and federal agencies, which includes advanced training programs with the DEA, FBI, ATF, and U.S. Customs and Border Protection. With years of experience conducting hundreds of criminal investigations and narcotic and drug interdiction cases, Tim is a valuable member of the PGI team.

Robert Toyer

Training / Use of Force Expert

After a 27-year career, Robert Toyer retired from the Orange County Sheriff’s Department, Robert holds a Bachelor of Science degree in criminal justice management. During his career in law enforcement, he worked assignments in corrections, patrol, SWAT, and as a plain-clothes narcotics agent.

Robert is currently the lead instructor for the Orange County Sheriff’s Academy in use-of-force and cultural-diversity standards and has also taught required POST learning domains for the State of California.

Brian McNellis

Managing Partner

Brian has been a part of the PGI family since 2000.  He is an accomplished 20-year veteran of law enforcement, who has conducted numerous high profile criminal investigations throughout his career. As a Detective, he has been assigned to some of the most elite units of New York City Police Department and District Attorney’s Office, investigating Robbery Homicide, Extortion, Embezzlement, Criminal Threats and Stalking cases.  He has also worked with the United States Secret Service and State Department assisting with protecting World Leaders and Dignitaries when visiting New York City. Brian’s most recent achievement is his certification as a Hostage Negotiator. 

As managing partner of PGI NEW YORK, Brian currently oversees work in estate, corporate, and executive protection details for members of the entertainment industry, executives of fortune 500 corporations, and high net worth individuals.

Brian holds a Bachelor’s degree from St. Joseph’s University.
